I can't.

You have to set the width of the column to be able to do this. Right click the table cell, choose More --> Settings, and write a length in the Width box. This will make the column a paragraph column, where lists are allowed.
go into the menu of the tabular (right mouse click when cursor is inside the tabular) and then choose a width for the column. Then you can have linebreaks inside this cell with \newline or with an empty line for a new paragraph.
The width setting can be found on right-click > More > Settings > Column Settings > Width (LyX 2.1.4).
math-insert \mathbb{R} inserts a math inset with an ℝ, and the cursor to the left of the ℝ. The first char-forward moves the cursor to the right of ℝ, but still within the \mathbb{}. The second char-forward moves the cursor outside the \mathbb{}, but it is still within the math inset. Adding a third char-forward will move the cursor outside the math inset.
