Is there an option in algorithm2e to split the algorithm over several pages? Please no answer with "use algorithmic or listings packages". algorithm2e is the best package for algorithms in latex, so I want to get it running with this package.

If you don't have to use algorithm2e, you should have a look at the listings package, which supports listings on multiple pages.
The error "Not in outer par mode" is because the algorithm environment wants to float, yet it's contained inside a non-floating tcolorbox. The only way to make algorithm2e not floats its algorithms is to use the [H] float specifier:
